Managing Domain on another Server

So I am trying to figure out if I can manage and update my primary domain controller from another windows server machine on the same network. Basically my primary domain controller is on address 192.168.0.9 and i set up a second server on ip 192.168.0.230.

Now i want to be able to manage and control the domain tree etc.. from 230 as .9 is in a different location and .230 in my my everyday location. Just the primary domain controller (.9) is running 2008 r2(yes we are gonna update it to 2019 soon and teh new server (.230) is running 2019 standard.

If this is possible would be great (tried going through microsofts documentation but its confusing) and if possible what steps do i need to take.
